JICC is founded by Ihsan Ali Bu-Hulaiga. Dr. Bu-Hulaiga holds a
doctorate degree in Business Administration from the University
of Wisconsin-Milwaukee. He worked for the College of Industrial
Management in King Fahad University of Petroleum and Minerals
(KFUPM). In 1990 he joined the Gulf Organization for Industrial
Consulting (GOIC), a leading advisory and research body owned
and financed by the six members of the GCC. In 1996, he was
appointed by the Saudi Minister of Industry and Electricity to
join a team of experts to help restructure the Electricity
sector. Currently he sits on the boards of the Saudi
Communication and Information Technology Commission (CITC) and
NIC, a major Saudi joint stock company.
